Ready to comply with sourcing curbs, says HP

NEW DELHI: At a time when the government has asked laptop and server makers to source from ‘trusted’ locations and move supply chains out of China, American computer giant HP has said that it is ready to comply with specific “restrictions” imposed by New Delhi as it works out new investment plans towards its production-linked incentive (PLI) commitments.
“Whatever are the norms of the PLI, we will adhere to it. Now, if it means you have a restriction of specific geographies or you have specific regulations under the PLI document, we will go and adhere to what the document says,” Ketan Patel, HP’s chief operating officer for global personal systems category, told TOI when asked whether the company plans to move suppliers out of China and other locations into India.
While refusing to answer specifically on China, Patel said HP is always mindful of regulatory directions given out by specific governments, including India. “Now if there are regulatory enforcements done by a specific government, like in this case you’re talking (about) India… and if those markets are strategic for us and we need to take some forcible decisions, we will have to take, if you want to be present in the country. Right? So, it depends on the kind of regulations which the government is imposing. And we keep watching, working very closely with our experts to see whether it makes sense or not makes sense, depending on the regulations which are imposed.”
While increasing the PLI benefits for laptop and servers makers to over Rs 17,000 crore against Rs 7,300 crore previously, the government was categorical in emphasising that companies need to source more locally, or either from ‘trusted’ locations, which does not include China (that currently accounts for around 80% of procurement). “We want that the supply chain that is going to power India’s internet, power India’s cloud, and power the users of India should be absolutely trusted,” Minister of State for IT & Electronics Rajeev Chandrasekhar said recently.
To start sale of refurbished laptops: HP will begin sales of refurbished laptops as it looks to make deeper inroads in smaller towns with affordable devices. “India is a strategic market … Regarding refurb, it’s always a great model for specific use cases or applications. We are going to offer it very soon in India,” Patel said.
