Keeping the winter and stubble burning season in mind, when the air quality in Delhi becomes dangerous, the centre had implemented the Graded Response Action Plan (GRAP) starting from October.
The GRAP is a set of measures that are implemented by the government in response to different levels of air pollution. With the rise of pollution recorded in the capital in the last few days and forecasts suggesting that the air quality in Delhi will further dip and enter the ‘very poor’ category,, the Stage 2 of GRAP has been invoked.

According to the GRAP, when the Air Quality Index of Delhi NCR ranges from 201 to 300, it will be termed ‘poor’ and classified under Stage 1 restrictions. Similarly, AQI levels between 301-400 and 401-450 will be labeled as ‘very poor’ and ‘severe’ respectively, falling under Stage 2 and Stage 3 categories. Restrictions for the ‘severe+’ category will be activated above 450 AQI.
How will private transportation get affected?
During stage 1, there is strict enforcement of PUC norms with zero tolerance for visible emissions, alongside a ban on overaged trucks entering Delhi. In stage 2, besides the restriction in stage 1, traffic police will be stationed in vulnerable areas to ensure smooth traffic flow. Further, the charges for parking will be increased to limit private transportation while CNG, electric buses, and metro services will be enhanced to promote the usage of public transport.
